Competition Rules 2006
1.0 APPLICATION
1.1 These Rules apply to all competitions held under the auspices
of the British Pétanque
Federation (BPF).
2.0 OBJECTIVES
2.1 To establish which players will, at the discretion of
the BPF, be invited to represent Great
Britain and the BPF at International events
3.0 GENERALLY
3.1 Where the term "British" is used in these rules it applies
to Great Britain as a whole.
3.2 The number, dates and venues of the events will be determined
by the BPF and published in
advance.
3.3 The BPF in co-operation with the host Association will
be responsible for the organisation of
the competitions, appointment of an organiser and a suitably
qualified umpire to adjudicate
at each event.
3.4 The competition organiser and umpire of each event will
be the representative of the BPF and
will, if necessary, appoint a jury of at least three members.
The decision of such a jury will
be final in the event of any dispute.
3.5 Regulations for play shall be the "International Rules
of the Game of Pétanque".
3.6 Teams of 4 players may enter and participate in triples
events. In this case a team may
change no more than one player in a game and then only between
two ends after notifying
the umpire.
3.7 Any infringement of these "British Competition Rules"
or of the "International Rules of the
Game of Pétanque" may invalidate entry or cause disqualification
and/or necessitate the
forfeiture of any position or prizes previously awarded.
3.8 Any event may be cancelled at the discretion of the BPF.
4.0 COMPETITION ELIGIBILITY
4.1 All EPA, SPA and WPA members holding a valid BPF licence
are eligible to compete except as
stated in 4.3 to 4.7 and 9.1 and 9.2 to below.
4.2 All players must produce their licence for registration
at each event.
4.3 Any player failing to produce a valid BPF licence will
be excluded from the competition unless
they purchase a one-event licence costing £20 (juniors £5)
at registration.
4.4 Teams MUST NOT consist of more than one non-British national.
All non-British national
players must be resident in Great Britain.
4.5 Players entering junior competitions must be aged 17 or
less in the full calendar year of the
event.
4.6 Players entering ladies competitions must be female members
and may be any age.
4.7 Players may be required to produce evidence of eligibility,
and/or age to the BPF, the
Organiser and Umpire at any time.
5.0 ENTRIES
5.1 All BPF competitions may be entered in advance or on the
day of competition provided there
is sufficient area to play. Teams that have registered in
advance will have priority of entry on
the day should there be insufficient area to play, and providing
they meet the registration
criteria (6.1).
5.2 All entry forms must be completed with the team name,
the team captain's name and
daytime telephone number and each other player's name.
5.3 Entries are to be sent to the BPF at the address published.
Only those received correctly
completed, with a cheque for the correct entry fee made payable
to the British Pétanque
Federation and by the published closing date will be accepted.
No allowance will be made for
delays in the postal service.
5.4 Each team shall give itself a name by which it may be
known throughout the competition or
series of competitions. This name shall be of no more than
15 characters and shall not be
detrimental to the image of the sport or the BPF.
5.5 At any particular competition, teams may be given a number
by which they may also be
known.
5.6 Teams requiring written confirmation of entry must include
a self-addressed stamped
postcard with their entry form.
5.7 The closing date for pre-entry to a competition is the
preceding Monday
6.0 REGISTRATIONS and the DRAW
6.1 Registration will open by 9am and close promptly at 9.45
am.
6.2 Every player must register personally by signing in at
the control desk and handing in their
licence.
Only players who have properly registered by the close of
registration will be permitted to
play.
6.3 The draw will take place in the presence of the umpire
during or immediately after the close
of registration.
6.4 Play will commence as soon as possible after the completion
of the draw and announcements.
7.0 FINANCIAL
7.1 The fee for pre-entry to any competition or stage of a
competition is £20 for triples events.
7.2 The fee for entry on the day at any competition is £26
for triples events.
7.3 The fee for pre-entry to the Junior Competitions is £3
per player (including on the day)
7.4 Juniors competing in a non-junior competition must pay
the full entry fee.
8.0 COMPETITION ORGANISATION
8.1 The Organiser of the day in consultation with the umpire
has the right, subject to the entries
and conditions, to alter the format of play.
8.2 The British Grand Prix will be a series of five
open triples events (2 organised on the same
day), played to a six round snake system with teams scoring
2 points for every game that
they win.
Qualification to the International Qualifying Competition
(Top16) will be on the total
number of points accumulated over three events, if tied then
points difference, then points
for etc. However if a team played in all four Grand Prix its
worst days result will be discarded.
Players may enter different Grand Prix events in different
teams; however points will not
accrue on an individual player basis.
8.3 The International Qualifying Competition for the
Top 16 teams will be held over a
weekend and run on a Seeded Rolling Barrage to decide positions
1 – 16.
8.4 The British Ladies Grand Prix will be a qualifying
competition played over 2 days played
on a snake system with teams scoring 2 points for every game
that they win.
Qualification to the International Qualifying Competition
(Top 8) will be on the total
number of points accumulated over the two events, if tied
then points difference, then points
for etc.
8.5 The Ladies International Qualifying Competition (Top
8) will be a one-day event and
run on a Seeded Rolling Barrage to decide positions 1 to 8.
8.6 The British Juniors Competitions will be organised
as a five round snake system (subject
to entries) with the top four based on wins, and if tied then
points difference, then points for
etc. The top four teams will play a semi-final and final to
decide the overall winner (team 1
plays 4 and 2 plays 3 in the semi-finals).
8.7 Lunch Break of 30 minutes may be held at the discretion
of the Organiser and Umpire.
The Umpire will blow a whistle to start the break, which will
be for approximately 30 minutes;
the end in progress must be completed, with no players allowed
on the terrain during this
break. Start of play, which will be indicated by the umpire
blowing a whistle.
9.0 REPRESENTATION
9.1 Players who have represented another member country of
the FIPJP at an international level
must have held a BPA/BPF licence for a period of five years
(one year for juniors) before
becoming eligible to represent Great Britain.
9.2 Only players that have held a BPF Licence for a more than
6 months will be permitted to
represent the BPF at International events.
9.3 The top 3 teams overall from the International Qualifying
Competition will be invited to play
at the North Sea Tournament together with the wining Ladies
team from Ladies International
Qualifier and a selected Junior team.
9.4 The fourth team from the International Qualifying Competition
will be invited to play in the
Blangy International event (subject to an invitation being
received).
9.5 The overall winning team of the International Qualifying
Competition will be invited to play in
the Senior World Championship,
9.5 The winner of the Ladies International Qualifying Competition
will be invited to play in the
Ladies European or World Championship (subject to which is
held in that year).
9.6 A selected junior team will be invited to play at the
Junior European or World Championship
(subject to which is held in that year).
9.7 Representative teams for other events will be selected
from the ranking order of the
International Qualifying Competitions excluding those teams
who represent Great Britain and
the BPF (played) in the World or European Championships, the
North Sea Tournament and
the Blangy International event.
9.8 All representatives (players) of Great Britain and the
BPF will sign a declaration to conduct
themselves in accordance with the Code of Behaviour set by
BPF.
9.9 All players (who qualify by right or selection) representing
Great Britain and the BPF will be
required to participate in any competitions, coaching sessions
and publicity events
determined by the BPF.
Players failing to comply may, at the sole discretion of the
Federation Executive, be denied
International representation.
9.10 Any players representing Great Britain and the BPF in
International (or invitation) events may
be required to meet part or all of their costs.
10.0 STANDARD OF DRESS
10.1 In all competitions teams will be required to be clean
and smart and wear matching tops
(same colour) sweatshirts, Polo shirts, jumpers etc., with
the exception of all International
Qualifying events where FULL TEAM KIT is required.
This will comprise of matching tops
(same colour), sweat shirt, polo shirt, t-shirt and trousers,
shorts, skirts etc.
10.2 Representative delegates are required to wear the playing
strip provided for them by the BPF
whilst playing and to be smartly dressed at all other times.
Players are responsible for the
care and return of the playing strip.
10.3 The Umpire is responsible for enforcing the standard
of dress as set by BPF.
10.4 Any player failing to comply with the standard of dress
will be fined or disqualified from the
competition.
11.0 AUTHORITY
11.1 The Organiser of the day, after consulting the umpire,
has the final say in the meaning of
these Rules.
11.2 Where the competition is disrupted by teams or players
being absent on the day or leaving
before completing all their games the Organiser, in consultation
with the Umpire, may call
the Jury and request a change of the format of the competition
and these Rules as
appropriate.
